Board of Trustees
Regular Monthly Meeting Monday March 9, 2026
Call to Order
Loretta Sutherland called the meeting to order at 6:00 PM. Board members Loretta Sutherland, Kathy Bray, Laura Glunt, Barbara Hybarger, Ruth Gerbig, and Alicia Burnell were all present. Library Director, Kim Riley, was also present. Floyd Barker was absent. Matt Mayol of Odle McGuire Shook was also present.
Call for Quorum
Quorum was met.
Unfinished Business
- Building Project Update – Matt Mayol
- Phase 1 should start at 3/23 or 4/6. Waiting on state permits.
- Sale of surplus furniture due to remodel update
- Have made a little over $3,300, including selling the old circulation desk.
- Personnel Policy updates – Barb
- Paid Leave will all be in the same group: Paid Time Off (PTO).
- Changes to the PTO Policy
- No increase after 20 years for anyone
- 2 weeks instead of 5 carry over – affected no one in 2025.
- Director receives 7 instead of 8 weeks after 10 years.
- Director carries over 4 instead of 7 weeks.
- Barb will amend and correct the policy which the board will review at next month’s meeting.
- Park Board Appointment
- Board will consider using the library’s volunteer background check to see about potential appointees.

Minutes stand approved as read.
Reading and Approval of Financial Report
Operating: R: $40,970.22 V: $29,228.99
Construction: R: $6,763.52 V: $15,280.51
Total: R: $47,733.74 V: $44,509.50
Approval of Bills
A motion was made by Ruth Gerbig and seconded by Kathy Bray. Motion passed.
Report of the Director
- Programming updates – The Easter Egg Hunt has been moved up to Saturday, March 21st.
- b. Attended meetings – Town Council (2 (1 virtual)); LEU webinars (4 hours); Hamilton County Directors
meeting (1); meeting with Matt Mayol &/or team (8 hours);
- c. Acquisitions: 111 items added; 2687 physical items circulated & 1333 electronic items. 13 new cards
issued.
- d. Other – Legislative update: HB 1406
- If the library were to increase the budget by more than 50% of the growth quotient, it will have to go to binding review. This bill also removes safeguards to keep the fiscal body from defunding libraries. HB 1406 goes into effect July 1, 2026.
- Discussions on storage of community room storage and deciding whether groups/clubs/organizations can or cannot store their items.
- Kim has moved to using ACH and the banks online bill pay to pay as many invoices as possible.
